The Bank / Monument station is only really accessible as regards the DLR. The station is (like) a conglomerate of stations with considerable travel between the different lines. It is best avoided, even for the able bodied. See pictures and further accessible transport detail from links below.

The Docklands Light Railway (DLR) is a fully accessible railway for people using wheelchairs. All DLR stations have a lift or ramp access to the platforms, with level access onto the trains. All lifts have alarms enabled, which allow you to talk directly with a member of DLR staff should you experience any problems. The gap between the platform edge and the train is 7.5cm wide and the step up or down from the platform to the train is 5cm high. Most wheelchair users find getting on and off smoothest with the largest wheel first.

There is a Stair-free entrance/exit by lift via King William Street only.
The Escalator and lift access to Central line platforms, this route involves 2 steps.
There is a Lift, escalator and travelator access to Waterloo & City line platforms; There is a Lift access to DLR platforms.

General description : A very large station involving considerable distances to change underground lines.

More comment : Access for wheelchair users is via a standard lift on King William Street to the DLR tube line. According to the TFL site there is no step free access  the DLR line.
